How does it work?

GCC works with multiple programs/initiatives listed below to be a coordinator for the local community & share those resources that are avaiable with the public.

Parents Interacting With Infants (PIWI) is an evidenced based set of practices based on beliefs (a “philosophy”) about families, children, and helping relationships. The objectives of PIWI are to increase confidence, competence and positive relationships for parents and children ages 0-2. It does so by keeping the parent-child relationship at the center and by supporting responsive, respectful parent-child interactions.

Circle of Security-Parenting (COS-P) is a relationship based early intervention program designed to enhance attachment security between parents and children. It is intended to help caregivers increase their awareness of their children’s needs and assess whether their own responses meet those needs. COS-P is based extensively upon attachment theory and current affective neuroscience. It is also a basic protocol that can be used in a variety of settings, from group sessions (8 weeks) to family therapy to home visitation.

Parent-Child Interaction Therapy (PCIT) is an empirically-supported treatment for children ages 2 to 7 that places emphasis on improving the quality of the parent-child relationship and changing parent-child interaction patterns. One primary use is to treat clinically significant disruptive behaviors. In PCIT, parents are taught specific skills to establish a nurturing and secure relationship with their child while increasing their child’s prosocial behavior and decreasing negative behavior.


Rooted in Relationships (RiR) is an initiative that partners with communities to implement evidence-based practices that enhance the social-emotional development of children, birth through age 8. RiR supports many initiatives in our community. 

The Communities for Kids (C4K) initiative was created in response to community requests for assistance with shortages of high-quality early care and education programs — shortages that both impact children’s optimal development and pose a challenge for communities hoping to attract and retain the viable workforce they need to thrive.   

The C4K initiative aims to partner with communities’ public and private entities to support and coordinate planning for access to high-quality early care and education for all children birth through age five. These partnerships will be customized to address each community’s unique assets and needs—so each community can grow and prosper well into the future.

Early Childhood Coordinatior

Kathy coordinates the Community for Kids (C4K) and Rooted in Relationships (RiR) initiatives in Dakota County.  

Her primary role is to help support child care centers and in-home providers to build quality, capacity, and safety in Early Childhood settings. Kathy also supports the implementation of the Pyramid Model, Parents Interacting with Infants/Toddlers (PIWI), Circle of Security and many other initiatives that promote social-emotional development for young children. 

These initiatives provide families and providers with tools to build strong positive relationships with children. Kathy has a passion for Early Childhood and is thrilled to be able to support Early Childhood Professionals in their important work in caring for our young children.
